LAFAYETTE, GA -- A former LaFayette police officer has been arrested for a second time in connection with the disappearance of missing 911 dispatcher Theresa Parker. The Walker County woman disappeared almost four months ago. Harbin "Ben" Chaffin was arrested Tuesday on three felony charges: violation of oath by public officer, computer invasion of privacy, and tampering with evidence. Chaffin was also arrested back in April on charges of making a false statement about Parker's disappearance. He was released on bond. Chaffin is a former co-worker of Parker's estranged husband, Sam.
